that a Colony, which, like Hong Kong, is at the
same time a most important fortress, should render

and that the very heavy financial burden borne by
H.M.G. in present circumstances throughout the
Empire for this purpose should be alleviated as far
as possible by any local concessions which the
Colonial Government is able to afford.
34. At present I understand that the
Air Ministry is required
to pay to the
Colonial Government for the user of the site
the costs of formation and resumption and a
consolidated payment of 25 years' Crown rent.
